This is a very old bug.
As far as I know support of fglrx is cancelled and replaced with amdgpu-pro.
I'm using amdgpu now and have no problems.
Additional drivers don't offers on the Ubuntu 17.10 beta I'm using now.

I got this bug while plugging in my HDMI cable, screen was hanging
(super lag, it seems like the GPU rendering error). It works fine with
VGA interface.

should get removed on upgrade
kernel 4.3 is not in any ubuntu release, so building the driver against
it isn't supported either
