Bug report won't expire due to presence of bug watch
Last confirmation of the bug was almost 6 years ago.
60 days have passed without any comment to suggest
this issue is still present in a currently supported
release of Ubuntu.
Comment #5 suggests this issue was fixed some time
ago so closing

Ubuntu 15.10 (wily) reached end-of-life on July 28, 2016.
Ubuntu 15.04 (vivid) reached end-of-life on February 4, 2016.
These releases of Ubuntu are no longer receiving maintenance updates. If
Jörg, thank you for pitching in. I'm working on rectifying that old

Sounds very much like it except that that bug was fixed in 1.0.24-9.
Quite possibly the fix is incomplete when updating from a broken
version.

It's possible that this may have occurred because the installer was
unable to stop saned from running before the upgrade. I have had to
start saned manually since the upgrade to Vivid because the systemd
script is not working.
