Thanks for the catch Daniel; updated the description. It was the new laptop with the Intel HD Graphics 5500 integrated card that resolution was capped and video out wasn't working. The old laptop has a Haswell-ULT Integrated Graphics Controller for which the drivers work just fine. Amusingly,

Please update the bug description to clarify if the machine with the faulty HDMI port is the one with a capped resolution. I experienced a similar issue recently. In my case it was a poor connection on the HDMI plug limiting the available resolutions. The fix for me was to plug in a fresh HDMI
