Same problem in Version 77.0.3865.90 (Official Build) Built on Ubuntu , running on LinuxMint 19.2 (64-bit) chromium browser 77.0.3865.90. But all other program work with system proxy (I meen no_proxy variable which I define in ~/.bashrc). After setup proxy properties in network UI all work

A quick look at the source code suggests that this is implemented upstream (https://cs.chromium.org/chromium/src/net/proxy_resolution/proxy_config_service_linux.cc?type=cs=package:chromium=186). This appears to have been implemented in 2009
