ubuntu 17.04 unity8

open some random gtk3 app without Xmir (sol, teminix, geany(gtk3build)),
hover the toolbar icons with the mouse, you'll see when the tooltip is
shown the window looses focus (see theme, and the titlebar), now move
the mouse to the next icon in the toolbar, the window is focused now but
the tooltip doesn't show until you exit the toolbar area and enter
again. see screenshot
