I don't know why this bug is marked as fixed, because it has just happened to 
me.
Ubuntu 18.04
Gnome 3.28.2

The workaround mentioned, to reset the entire dconf settings, is not a
good idea for me, having made a number of personalisations there.

  Uninstalling Dash To Dock does not restore Ubuntu Dock

Status in gnome-shell-extension-ubuntu-dock package in Ubuntu:
  Fix Released

Bug description:
  Using 17.10 daily. Installed Dash To Dock to test settings
  compatibility etc... Finished testing. Uninstalled Dash To Dock.
  Expected Ubuntu Dock to reappear. It did not, even after a shell
  restart and log out/in. I was able to get it back by reinstalling and
  disabling Dash To Dock. Ubuntu Dock folder still exists in the system
  extension folder, but it's desktop appearance seems now permanently
  dependent on Dash To Dock's installation.
