I'm not using Ubuntu but Arch and I'm affected by the same problem like Simon.
So it seems like to be an upstream bug.
I cannot reproduce the behaviour at all. It just randomly happens when
(quickly?) going through photo collections.
Picture are on the SSD with XFS. Going back and forth “fixes”
It usually happens when I am switching between the photos in eog and going back
and forth. I have not really worked out a logic behind the error yet, but it
seems to happen more with some photos than others. Once I get the error, I can
just jump to the next picture and go back and it opens
Does it do it on a specific photo? or a set of photos? could you maybe
share them on the bug report?

Thank you for your bug report. Do you get the same issue if the photos
are on your disk? Could be an i/o error on the card...
