For anyone who wants a fix independent from Ubuntu maintainers action:
Go to the deb multimedia repo for unstable sid and download
http://www.deb-multimedia.org/dists/unstable/main/binary-amd64/package/cd-paranoia
and
The solution would be to just set the binary to be installed in the
install file. Independent from the decision of deb multimedia. Workable
solution with the least amount of effort.

What i should of said is a new package for cd-paranoia, can't see ubuntu
doing that for 18.04..

libcdio-paranoia2.install file
i.e.
usr/lib/*/libcdio_paranoia.so.*
usr/bin/*

so libcdio17 is broken on audio cd's (-
