After more investigation, it turns out that there are two different
bugs.
One in FF 46 (bug #1575896) was about an invisible scroll bar, which got
fixed in a later version. The other newer bug started in FF

No problem. In that case we should ideally use the oldest relevant
duplicate: bug 1575896
The only case in which you shouldn't choose the oldest one is if a newer
one contains significantly more useful info

I have to disagree a bit about the the duplicates here. This very old
bug was when Firefox was using GTK2, and back then the scroll bars in
Firefox were GTK2-standard and didn't use the overlay scrollbars (up and
down buttons).
All the newer bugs have GTK3 Firefox, and that the scroll bar in Firef

It appears this is a Firefox bug, where Firefox doesn't support auto-
widening scroll bars.
