The Power Off option in that drop down **is** the 'interactive' gsettings setting. I believe that is an intentional decision by the gnome-control-center maintainers to use that for Power Off.

I'm closing this bug since this is a bit of a design decision and should be handled upstream if changes need to be made. One thing you could do though is have the gnome-user-docs user help explain what "Power Off" does.
