Reproducible with new and existing profiles using nautilus 3.26.4
in Ubuntu 18.04. Only seen with user created files/folders and not
with system items such as 'Home' or 'Network Servers' as 'Move to'
and 'Copy to' are greyed out on right click menu.

Do you have any error in journalctl when you get the issue?

Simply create any document, image or folder and play any document on the
Ubuntu desktop and click "move to" or "copy to" to produce the "error"
message. The result will be the same.

This "error" message that appears when we ask "Move To" and "Copy To"
only appears when you try to run it on the desktop by transferring text,
folder, or image files that are on the desktop.
It is not a matter of profile since this occurs in all versions of
Ubuntu.
