I have the same problem using Davinci Resolve in fullscreen mode, as
well as VLC. With two 27" 4K monitors it's impossible to use any other
scaling factor except 150%.

For fullscreen apps that don't have an absolute scale it makes a lot of
sense to treat those as native resolution, without any fractional
scaling. Because their visual elements are measured as a fraction of the
screen size, meaning they're scale-less. So giving the user the maximum
resolution and

However, maybe we can maybe black-list some video players and browsers.

Sounds pretty weird to me that lower performance in games is worse than
not rescaling UI. I think that most of us use Ubuntu to work and
everyday usage, not for games

Well, I was thinking about that, but it also causes slowdown in games
and D-R videos, so while resizing the UI might be not optimal it also
allows better performances in such scenarios.

How can be this issue be expected behavior? Can't you just disable
resizing for full screen applications when fractional scaling is
enabled?

Unfortunately, there's no other option than doing this or you'd loose
the direct rendering performances, so this is an expected behavior.
What we could do is to be smarter at picking the scaling value for the
monitor. And I've already started some work for this.
