Looks like this change (introduced to fix LP:1889090) got lost while
rebasing
Hi. My mistake. I had, some time ago, needed to install one package
from focal-proposed, and to do this had turned off letting synaptic etc
from showing all proposed updates by adding a file in
/etc/apt/preference.d. I'd forgotten about this.
sudo aptitude -t focal-proposed
showed that mutter

This needs some days as all the bugs listed in
https://people.canonical.com/~ubuntu-archive/pending-sru.html (look for
mutter in focal) needs to be marked as "verified" and prove that they
don't cause regressions.
You can help testing the missing bug if you want (It's
Marco - as I said, that is what I have done, but I do not see the focal-
proposed updates for mutter. In fact I see no proposed updates at all.

Sure, but you need to enable Proposed repositories, see
https://wiki.ubuntu.com/Testing/EnableProposed
Remember to disable them once updated, as otherwise you may get earlier
updates that have still to be fully tested.
