I had a similar issue and could solve it by editing the apparmor profile.
The apparmor file for cupsd:_
/etc/aopparmor.d/usr.sbin.cupsd
The following line was added:
/run/systemd/notify rw,

I got fed up and figured out how to configure apparmor to allow it.
I added
# *** Added by rew.
/run/systemd/notify rw,
near line 108 of /etc/apparmor.d/usr.sbin.cupsd
That solves it.
