I just stumbled onto this in Ubuntu 22.04, where this bug still seems to be present. The issue seems to be in the file /usr/lib/systemd/user/gnome-keyring-ssh.service which wants to use initctl which is an Upstart command and no longer exists on systemd enabled systems. This is the content of the
