Without "use system title bar and borders" enabled, this feature is
entirely up to Chrome to implement so please report the bug at

  This issue has been reported in various places but I haven't found an
  official bug logged, so I am creating this. Please redirect me if this
  isn't the right place to log this bug.

  The issue is that Chrome (and its PWAs) do not properly maximize when
  you double-click the window, as other application windows do.

  Some workarounds have been mentioned, but this is still a bug that should be 
fixed:
  - Chrome has a "use system title bar and borders" option, but that makes the 
window large and ugly.
  - A triple-click will maximize the window, but that's not the intended 
interaction, and it's a discrepancy in the user interactions.
