Title:
  keyboard focus goes to the wrong tab in some cases

Bug description:
  Binary package hint: nautilus

  Tried this on intrepid and jaunty, and it affects both.

  Steps to Reproduce:
  1- Launch Nautilus
  2- Open a directory in a new tab (using Right Click->Open in new Tab OR 
Shift+Enter)
  3- Use the keyboard arrow keys now, nothing happens because it affects the 
selection in the inactive tab. To confirm that, press enter on the keyboard, 
that'll open a file from the directory in the newly created tab.

  
  Observations:
  - Try step 2 on an empty directory (open an empty directory in a new tab), 
the bug doesn't affect this case.
