I am trying IPv6 and I want to activate the privacy address mechanism.

I have read everywhere to add "net.ipv6.conf.eth1.use_tempaddr=2" to
/etc/sysctl.conf.

What I did. I tried a "sysctl -p" followed by "ifconfig eth1 down" and 
"ifconfig eth1 up". 
This worked like a charm.

But after a reboot, the value of
/proc/sys/net/ipv6/conf/eth1/use_tempaddr is always 0.

I tried to add those lines :

net.ipv6.conf.all.use_tempaddr=2
net.ipv6.conf.default.use_tempaddr=2

to /etc/sysctl.conf, but nothing to do, after a reboot, the value of
/proc/sys/net/ipv6/conf/eth1/use_tempaddr is always 0.

So I could write a script to make  "sysctl -p; ifconfig eth1 down;
ifconfig eth1 up", but I think there is a bug somewhere no ?
