Same for me. I can open gnome-control-center from terminal, but if I
click on the gnome-control-center icon from the menu/launchpad nothing
is going to happen. Is there a log to check what is going on?

[regression] output device not recognized anymore
I've opensource amdgpu driver "xserver-xorg-video-amdgpu/bionic,now 18.0.1-1
amd64 [installato]"
The problem occurs both on xorg and wayland, but on wayland i've a total black
screen, i can hear only audio.
every h264 video that i've tried has this problem.

card), NVIDIA advised to update the BIOS, and another user advised that
updating the driver to 375.66 worked for them:

In my case removing xorg.conf didn't help because nvidia driver reported
"no device found", so I had to use minimal xorg.conf (from my previous
answer) to make the driver find the card (BusID "PCI:1@0:0:0")
Also I confirm that nouveau driver is buggy and hangs computer on
switching consoles.
