Ok, they are not identical, you are right. But it doesn't matter, actually. What matters is that the *physical* keyboard shortcuts like Ctrl-Alt-T or Ctrl-C, Ctrl-V should just work no matter what the current layout is. This is also what XKB achieved after many years of maturity, simple as that!
