I believe this to be fixed nowadays. this bug was filing during the
development version of xenial, and I believe this was due to an ongoing
library transition (i.e. an imagemagick transition).
At any rate I can't reproduce it, if you still can reproduce it in your
up-to-date xenial system,
we would need the list of all installed packages before doing `apt-get
build-dep`.
Anyhow, I can't reproduce such thing in a clean installation of trusty.

It seems like I experienced a similiar error with Ubuntu 17.04 (with i5
3400 and RX 480). I wanted to re-login after the screen was locked. For
more than a minute, I could not move the mouse nor switch from x
environment to terminal or something like this. After some time,
everything just worked

Actually, it's still not quite perfect in gimp even with version 3.2,
eg:
* Open an image
* Select eg the rectangle select tool
* Select an area with the stylus
* At this point, the mouse usually doesn't work any more - eg try and select an
area with the mouse or try and select another tool

well, if it's the same bug that I got to happen, it was console-setup
running `setupcon --force -k' as part of its installation that made the
input that would usually go to mutter go to the console instead.
console-setup has been fixed now not to call this, but if you have other
things calling
