Hmm, gnome-shell-dbgsym (3.28.3+git20190124-0ubuntu18.04.1) installs just fine if you install it afterwards. AFAIK most packages avoid this problem by automatically uninstalling debug symbol packages before updating the binary packages (which is annoying in itself). It appears that didn't happen
