First I would need some feedback that this is indeed fixing the problem.
PPA is for maintaining software outside of the repos, I don't intend to
maintain it, the ubuntu team needs to fix this, which they should be able to do
easily if there is a patch.

Modern web browsers, by spec, are supposed to support Speech Synthesis:

Although Chromium does indeed support it:

It doesn't work in Ubuntu or Kubuntu 20.04.

I can confirm that disabling ubuntu-dock does not make the problem go
away, and that I have more apps to make more pages.

Ah. However, this is also causing issues for already installed PPA apps
(packages) that contain AppStream metadata. They are displayed in Snap
Store / GNOME Software, but it is not possible to uninstall them.
Clicking the "Remove" button does nothing. See:

Sound worked, but accidentally stopped to work at all. Just before it I
had plugged and unplugged HDMI display (but without sound via HDMI).
Only restart helped. Here is dmesg output while the problem.

I had put the dock on the bottom of the screen and also set to hide
automatically.
The dock works fine as expected but there are sometimes (actually like 90% of
the time) that it behaves weird when I try to access it with the mouse pointer,
the dock starts to bounce
This is kind of to be expected, PPAs - unlike the main Ubuntu
repositories - do not support AppStream.
