For gnome-shell-extension-desktop-icons on Hirsute:
1) Boot to a live Hirsute USB
2) Enable -proposed pocket and add universe to the repo
3) Remove gnome-shell-extension-desktop-icons-ng
4) Install gnome-shell-extension-desktop-icons
5) Logout and login to restart gnome-shell
6) Install

Hi,
I just wanted to say that I am facing the same/similar problem (from
Berlin/Germany).
error: cannot perform the following tasks:
- Download snap "chromium" (1691) from channel "stable" (download too slow:
0.00 bytes/sec)
- Download snap "gnome-3-28-1804" (161) from channel "stable"
Same problem occurs for me with nvidia-driver-470. The graphical effect
/ issue is a bit different, yet. See attached pic... My Ubuntu 20.04 is
as up-to-date as possible.
The last suggested solution is working for me (restarting gnome-shell),
but this is still annoying... I've just read this :

The article *Firefox 90 on POWER (and a JIT progress report)* [1]
summarizes the issue in NSS. It’s upstream bug report 1566124 [2], and
there are two simple patches to be applied to NSS 3.66.
Starting Firefox with `NSS_DISABLE_PPC_GHASH=1` works around the issue.
