I tried opening "Keyboard".
It wouldn't won't open.
The app icon was blinking in that bar thing where all opened apps are.
And then it went away after a couple seconds.

I am faced with the same issue even with all the updates in place. The
only work around is to close the laptop screen and reopen it and login.
This is only evident when I have an additional screen.
Ubuntu
This also affects me after an upgrade from 23.04 to 23.10. Same issue
that restart only works if no windows are open.
Using the fix in #1, following the mutter build instructions from
https://www.linuxfromscratch.org/blfs/view/svn/gnome/mutter.html fixed
the issue for me.

I did some tests for this problem:
all test with include unmounted volumes = NO
test1 - click eject on files does eject
test2 - click eject on dock does NOT eject, eject must be completed with eject
on dock
test3 - click Unmount on dock does the same as Eject
With LO 7.6.2.1 and Ubuntu 23.10 (main UI) Wayland :
I create a Writer file with a medium window. I maximize the window and quit LO.
I open again the same file : the window is maximized. When I un-maximize the
window, it doesn't come back to the medium previous size but to a more
maximized size
