Hi, I believe I have the same issue, however there's differences that
you installed Ubuntu 16.10 using chroot, while I installed Ubuntu 16.10
using netboot(and then tasksel ubuntu-desktop), here are the
investigation results:

The problem seems to be lies on the new override
Update Workaround in #2, in fact you need to remove
/usr/lib/NetworkManager/conf.d/10-globally-managed-devices.conf instead.

won't work.

According to the upstream developer the feature *does* exist, but has a
prerequisite requirement that the user's template folder must have at
least one template file in order to make the "New Document" submenu
appear.
