Just observed this problem with Ubuntu 16.04 on development branch.

a little more detail on this topic: the references for the loaded project shows
issues showing it couldn't load:
* Microsoft.CSharp
* System
* System.Core
* System.Management
gacutil shows where the packages are, so I'm not sure what's wrong yet.

on a fresh Ubuntu 16.04 box. Load an existing project that compiles and
works with monodevelop and mono-complete as provided by Xamarin via
their website.

The "dconf" tool is a workaround, but I cannot enable the menu by

Marked as invalid as i finally found out the problem (first it was
assigned to Mono when it should be Samba).
The issue was "obey pam restrictions = yes" when this should be "no".
