There is now an official 20.04 for the XPS-13-9300 which does not have
this issue.

I have tried to collect the requested information but:
1) There are no files in /var/crash
2) The only item in https://errors.ubuntu.com/user/8dfc634ec... is:

Using sound setting recording level slider I am able to get some (noisy sound).
With alsamixer I can get (also noisy) recordings by lowering Internal Mic
