I experienced this bug without changing the default keyboard layout, so
I don't think it is Neo2.
W.r.t. power supply: I typically experience it *more* frequently on
battery power, but it happens with both.
My current workaround is... using an external keyboard.

I see the same on my Yoga. When this happened a few years ago, the fix
was to update the BIOS (now 66CN55WW). A recent kernel upgrade broke
this again (I saw the problem return after upgrading to 16.04).
