This is not fixed. I have never seen Firefox default to PDF in the print dialog:

Almost all the time, I choose PDF as the file format for this purpose. I think this would be the case for a majority of the users too. Hence, I think the file format chosen by default in the 'Print to File' dialog should be PDF instead of PS.
