If you could open a bug report upstream with the information about
exactly what you expect NetworkManager to do when the settings are
changed (then report back here with a link to the bug), this would help
greatly in eventually having this implemented ;)

  To reproduce:

  1. Open network manager.
  2. Open the current network connection.
  3. Change it from DHCP (the default) to DHCP (addresses only) and enter 
some DNS servers.
  4. Accept all changes.

  What happens: All connections through that interface are dropped and
  then the interface comes back up with the new addressing.

  What I expect to happen: The new DNS addresses should be used without
  dropping existing connections.

I just tried to reproduce this.  In my case the interface was not
downupped and the new settings were not applied when I edited the live
connection.  To get the new settings applied I had manually to dis-and-
re-enable the interface.

But the important thing is that it still takes a downup to activate new
settings.

It's a legitimate request (that new settings be applied with downupping)
but it's difficult to implement and I wouldn't expect it to be
implemented soon.
