touch /etc/apparmor.d/local/usr.sbin.cupsd
sudo apt-get install -f
and then update your system? Does your system do updates correctly now?

it install it in /etc/apparmor.d/
copyin it in /etc/apparmor.d/local/ do the trick :) :)
...but the package cups can't be configurded by dpkg

This should regenerate the lost file.

Apparently you removed /etc/apparmor.d/local/usr.sbin.cupsd ? Please put
it back; might be easiest with
apt-get download cups
