upower 0.99 (in Ubuntu 15.04) drops suspend handling, so this is
obsolete.

Could you also add the laptop model  you are using? This works correctly
for me. Though I am running the 32-bit version of Quantal.

Except that the OS clearly has not detected such a problem, since you
say suspending works when you close the lid.  So instead, there's some
problem with how the UI is communicating with the lower levels.
