3 years have passed and bug is still impacting upgrade. As I understand
14.04 is still supported and bug should be fixed once again - hope
finally now.

It seems there is a regression in postgresql-common version 154. I
currently experience exactly the same after a dist-upgrade to trusty.
The dist-upgrade process already reported the failure. So I did:
- purge all postgresql packages (except postgresql-common)
- select postgresql and
** Changed in: postgresql-common (Ubuntu Trusty)
Status: In Progress = Fix Committed
