Since 16.04 (I think), where Files changed its behavior to show mounted drives in another window (a bad choice in my opinion, but whatever) this problem is not reproducible anymore. That is, sometimes it takes tens of seconds for a new window to open and the nautilus windows that are already open don't respond either. I unfortunately don't have a repeatable way to reproduce this.
