Still encountered the similar issue on latest rc-proposed image on all
devices, location services always failed in the apps of
scopes(today/nearby)/Maps(Here/uNav)Weather/Clock which are already
granted location access, reboot will get it work sometimes.

  Steps:
  1.Setup wifi and disabled cellular data
  2.Open google map app(installed from ubuntu store), allow the trust prompt 
and tap on "center my location" 
  3.Open browser with maps.google.com, allow the trust prompt and tap on 
"center my location"

  4.Enable cellular data and disable wifi
  5.Open google map app and tap on "center my location"
  6.Open browser with maps.google.com and tap on "center my location"

  Actual result:
  All failed to get a gps fix

  Expected result:
  Should be able to find my location
