Will this ever be fixed? Seahorse is at 3.20 and it still doesn't read
keys from the GnuPG version 2 Keybox (.kbx) format.

yes, seems to be the same bug.
meanwhile I think that it has something to do with the
/home/$USER/.gnupg/pubring.kbx file (*.kbx!). new storing file since this
distribution...
