I'm a user of the Paper Theme and can confirm that this is also happening! And yes, the bug disappear whenever I use default themes. Do we know exactly why this happens? Using the default Nuxim or Adwaita GTK themes doesn't seem to produce this bug. This happend to me too. I'm running Ubuntu Budgie 16.04 using the Elementary GTK theme.
