Background picture turns to noise

Bug description:
The background image should be a photo of my late dog, and it was
until some update or upgrade probably in March, anyway the problem
began before the Ubuntu 17.04 release. Immediately after I login the
image is correct, and then I start emacs, thunderbird and chrome, and
not long after the image turns to noise. As you can see, the window
frame buttons have vanished as well and the usability becomes a bit of
guesswork and skill.
