The dependency was dropped in https://launchpad.net/ubuntu/+source/gnome-shell/3.24.2-0ubuntu5 but ultimately it ended up being too difficult to run gnome-shell without gir1.2-gdm-1.0 installed so the Ubuntu Desktop Team decided to use GDM instead of LightDM plus the GDM gir by default. After installing gnoms-shell 3.26.1-0ubuntu5, I verified that I was able to install lightdm then uninstall gdm3 and I was still able to reboot adn log in to the default Ubuntu session.
