Not sure how to check the version of the GNOME settings applet, sorry.

# Steps to reproduce

Connect an external monitor. Open the "Displays" section of the Settings
app. Select "Single Display" and select the currently disabled monitor
in preparation for switching to it.

# Expected

The "Scale" selection appears, as it does when the monitor is both
selected and "Apply" has been clicked.

# What happens instead

The "Scale" selection does not appear, and in fact only appears after
"Apply" has been clicked. This means that in order to switch to another
monitor, you have to first apply an incorrect setting (scaling will be
wrong), click "Keep Settings," find your way to the "Scale" selection,
select the correct scaling, click "Apply" again, then click "Keep
Settings" a final time.

This is really bad when switching between monitors. The worst part is
that whether or not the option is visible is inconsistent.
