  on-screen keyboard layout is the wrong one and cannot change

Bug description:
  What's wrong :

  The onscreen keyboard layout is set to qwerty even if another layout was 
selected during install.
  It is not possible to change the on-screen keyboard layout 

  
  How to reproduce :

  on login screen, select user, enable the on-screen keyboard (osk),
  click on the password box, osk appears. It is in qwerty.

  Click on Flag, the flag popup appears with the registered layouts,
  raise the mouse towards the list : the on-screen keyboard disappears
  too soon to allow clicking.

  Get used to the on-screen keyboard layout and get fast, Click on Flag,
  click quickly on the popup to the desired layout : Nothing happens,
  keyboard layout remains the same.

  Version : 1.4.1-2ubuntu1
  Information : I have two layouts in /etc/default/keyboard, none is in qwerty
