Using Ubuntu 18.10 here I can't seem to reproduce the problem. When I set:
Settings > Devices > Screen Display > Orientation
it works even in Wayland sessions.
Can you please describe in more detail what you are doing and what's not
working?

"Wayland sessions" are a feature of the mutter package. So reassigning
there.
