Bug description:
  -- Ubuntu 18.04 LTS
  -- gnome-shell 3.28.1-0ubuntu2

  When user is logged in using Wayland, swipe-up gesture cannot be used
  to summon the OSK.  Problem is non-existent on Xorg.

  This has been reproduced on multiple devices, leaving the user unable
  to use the OSK in many situations.

Confirmed same issue exists in Cosmic.  Reported to upstream
(https://gitlab.gnome.org/GNOME/gnome-shell/issues/831)

We don’t intend to deviate from Canonical’s defaults for OEM projects
unless necessary, but want to make sure that all issues are resolved
when the defaults "are" Wayland.

in cosmic and if it is report it upstream as well on
https://gitlab.gnome.org/GNOME/gnome-shell/issues

Wayland is not our default session/recommended, do you plan to base
work/customer projects on it?
