This bug is about re-enabling the desktop launcher visibility of nm-
connection-editor. A typical use case of nm-connection-editor is sharing
internet connection with other computers over Ethernet. I cannot do that
in the network panel of gnome-control-center on Bionic.

Gnome and KDE do not allow starting nm-connection-editor from the GUI,
nor provide a graphical way to manage more specialized connections, like
Bridge, Team and Bond ones.

Upstream also changed the displayed name (to Advanced Network
Configuration) to hint users that the tool should be used for
specialized networking configurations.
