Bug description:
  When I connect my LG OLED B9 TV to my computer, black bars appear at
  the top and bottom.  The desktop won't scale to the full screen.

  Here's some basic info:

  Ubuntu 19.10
  AMD 560 graphics card
  LG OLED B9 TV

  I tried changing the display settings, but the black bars won't go
  away.
