Yes the Settings GUI is meant to control Ubuntu Dock only. It's not a
standard GNOME setting and can't control other docks.

Thanks for the bug report. I can't seem to reproduce any such bug in
that setting. Can you attach a video of the problem? You can record a
video using Shift+Ctrl+Alt+R and find the file in ~/Videos.
