Public bug reported:

I was just installing the latest 22.04 upgrade on 21.10. While watching
the terminal output something was "not found".

Then at the end it said

"Tex-Common Package" was not working and that I should file a bug
report.

Then it reverted back to 21.10.

And I'm filing a bug report
