  Settings -> Sound sets conflicting sample rates for Playback and
  Capture

Status in pulseaudio package in Ubuntu:

Bug description:
  I've looked around but cannot figure out where this problem
  originates, but if I go into Ubuntu Settings -> Sound, and set both
  Output Device and Input Device to my USB Audio device, it starts
  showing a level meter, recording at 44100 Hz.  If I then press the
  Test button for the Output Device, it plays at 48000 Hz:

  ~> cat /proc/asound/card1/pcm0p/sub0/hw_params
  access: MMAP_INTERLEAVED
  format: S16_LE
  subformat: STD
  channels: 2
  rate: 48000 (48000/1)
  period_size: 44100
  buffer_size: 88200

  rate: 44100 (44100/1)
  period_size: 44100
  buffer_size: 88200

  My hardware cannot handle different input and output sample rates at
  the same time.  It should pick one or the other and use it for both.
  macOS always uses the same sample rate for the entire device, for
  instance.
