Alsa does not honor pcm.!default because of /usr/share/alsa/pulse.conf

This bug is closed, rightly or wrongly. I'm not saying the fix mentioned
above was really sufficient, but since it was declared closed 8 years
ago it would be most helpful for anyone still experiencing problems to
open a new bug with fresh information using this command:

I created ~/.asoundrc and attempted to override pcm.!default which was
not honoured by ALSA due to /usr/share/alsa/alsa.conf.d/pulse.conf
running after /usr/share/alsa/alsa.conf. This caused pulse to override
my defaults.
